Italy in space: appointments, contracts and twenty years of ESERO

Italy is going through a transition that touches leadership, market and schools at the same time. This article covers the death of the president of the Italian Space Agency, the reopening of appointment procedures for key positions, the economic signals emerging from trade fairs, and the twentieth anniversary of the ESERO education programme. The perspective is that of the institutions, investors and schools that have to turn opportunity into measurable results.

An operational vacancy, and the need for speed

The premature death of Professor Teodoro Valente left a vacancy at the presidency of the Italian Space Agency. Valente had been in office since 2023, leading the agency through three years of growth. To guarantee operational continuity the vice-president, Professor Elda Turco Bulgherini, assumed the functions under the statutory rules, with the transfer of responsibility confirmed by agreement with the delegated government authority. That change affects who signs international agreements and who represents Italy at technical tables. The effects on commercial negotiations and programme calendars are immediate.

At the same time, the deadline was reopened for applications for the designation of the President of the Board and a board member of the E. Amaldi Foundation. Reopening the terms means the governance connected to space policy will be subject to fresh scrutiny, and the choice of people can shift priorities and relationships with academia and industry. Speed and clarity in the selection criteria are what reduce uncertainty for anyone producing components, services and research right now.

How the appointments are handled will define the sector’s priorities for years.

Where contracts actually get made

The economic health of the sector is measured in meetings between demand and supply. The fourth edition of Space Meetings Veneto recorded over 3,500 participants, with 250 exhibitors from 26 countries and 150 international buyers, meaning purchasers organised specifically to find suppliers. Those numbers describe a market attracting both capital and skills. The programme foregrounded the Investment Forum for Space & Aeronautics, covering artificial intelligence applied to satellite data, cybersecurity and the lunar economy, meaning economic activity tied to lunar exploration and resource use.

Over the three years of Valente’s presidency, bilateral agreements and new understandings were promoted. Those openings favour international supply and industrial collaboration for the MPH lunar module, a design component intended for lunar exploration missions. Those understandings, and the agency’s role in shaping Italy’s space law, are what turn conferences into potential technical orders. For Italian companies the challenge is converting contacts collected at fairs into competitive technical offers, and then delivering contracts within the timescales the programmes demand.

ESERO: connecting schools and industry

ESERO, the European Space Education Resource Office network created in 2006 on the initiative of the European Space Agency, marks twenty years of activity in 2026. It operates in 22 member states. In Italy ESERO is run jointly by the Italian and European space agencies, and since 2021 Italian management has been entrusted to a consortium led by the Leonardo da Vinci National Museum of Science and Technology in Milan, together with Fondazione IDIS - Città della Scienza in Naples, Infini.To Planetarium in Turin, MUSE in Trento, Museo del Balì in Saltara and Psiquadro Scarl in Perugia.

ESERO Italia’s teaching model targets teachers. It offers free certified courses for early years, primary and secondary school teachers, built on scientific investigation and hands-on activity. Thousands of Italian students have taken part in initiatives such as CanSat, Climate Detectives, Astro Pi, Moon Camp and Mission X, which have them design small satellites, analyse satellite data and design lunar habitats. Those experiences produce technical profiles and practical aptitudes that the market at the trade fairs is looking for, and they create a natural pipeline towards internships and hiring.

Practical education creates natural routes into specialist work, which is exactly what the sector says it lacks.

Holding the three together

The appointments that follow will determine who negotiates agreements for constellations such as IRIDE, the national Earth observation constellation, and who coordinates interventions funded by the National Recovery and Resilience Plan, among them Smart Factories 4.0 and the expansion of the Matera space centre. Stabilising the sector requires a timetable for the appointments, public selection criteria for the E. Amaldi Foundation, and published KPIs measuring how trade fair contacts convert into signed contracts and created jobs.

Several points stay open for the next two years. Technical agreements on the MPH lunar module have to become operational. ESERO pathways have to connect to supported internships. Standing forums between investors, incubators and companies have to be created to fund space economy startups. Success will be measured in concrete numbers: contracts delivered, jobs created, and certified teachers who actually put space activities into their school programmes. The sector is moving; the coming season decides how much of it becomes durable infrastructure.
